Transparent Local Elections - 2015
The "Transparent Local Elections - 2015" project was supported by Ukrainian confidence building initiative (UCBI) financed by USAID.
In the framework of this pilot project an online system for registration, input, systematization and publication of all possible data and information produced by TEC’s (territorial election commissions) and corresponding PEC’s (precinct election commissions) - “civic TEC websites” - was developed, tested and promoted in three pilot cities – Berdyansk, Kramatorsk, and Slovyansk.
Platform for public and transparent parallel vote count by different political parties themselves was developed as part of vybir.info online platform, and successfully used in pilot cities. One of the project tasks was to increase, stimulate parties’ responsibility for election results, by providing them with online tool for mutual party control and protection of election results.
After the launch of the platform,4 more cities joined the pilot project, besides the pilot cities of Kramatorsk, Slovyansk, Berdyansk: Dnipropetrovsk, Druzhkivka, Mariupol, Krasnoarmiysk.
Within the project a coherent and systematic promo and public outreach campaign was conducted: 12 press conferences in Kyiv, Kramatorsk, Slovyansk, Berdyansk, 6 roundtables in Berdyansk and in Kramatorsk, resulting in over 120 publications in media. Three educational videos explaining new and obscure electoral system were developed, aired on Hromadske Donbas, Donetsk Oblast TV, Mariupol TV, ZIK TV channel, promoted on youtube. Three live talk shows were produced on Hromadske Donbas and aired on Donetsk oblast TV, and three rounds of online TV debates with mayor candidates in Berdyansk conducted.
One of the successes of the system was prevention of falsification of elections in the run-off of mayor elections in Kramatorsk.
